U.S. and SOLAS regulations for vessel construction, repair, operation and manning. Fire & Boat Drill training. Expert witness. ISPS Code auditor for Liberian flag vessels.
Maritime security: • We are an International Ship and Port Security Code auditor for the Republic of Liberia. We are empowered to issue the ISPS 5-year certificate upon the vessel's completion of a satisfactory audit. • We have written and obtained Coast Guard approval for security plans for a small tug & barge operation, and several Subchapter K small passenger vessels (150+ passengers, less than 100 GT), including their facilities. Some of our efforts for our clients: • Developed Safety Training Manual, emergency duties, and training program for a foreign flag passenger ship carrying passengers from a US port. • Developed Shipboard Oil Pollution Emergency Plans for fleet of 12 oceangoing tug/barge bulk carriers, two oceangoing ships, and a passenger vessel over 500 GT. • Provide fire and boat drill training to foreign flag vessels, including those that failed Coast Guard drills. We emphasize the drill training factors the Coast Guard considers important. • Provide expert witness support in background, interpretation and application of U.S. Coast Guard regulations, policies and procedures. • Investigated a grounding and major fires on Liberian flag ships for Republic of Liberia, including drafting facts, conclusions and recommendations, and working with U.S. government investigators. • A dozen boat owners now have Coast Guard certificated small passenger vessels. • Wrote Obtaining a Certificate of Inspection for Your Boat, copyright 2004. Armstrong Marine Consulting is the flag state inspector for the Republics of Liberia and Marshall Islands for Tampa Bay, Florida.
