Link to World bunkering www.worldbunkering.com Recent articles: Back to top Message from Administration At the time of writing we are actively taking bookings for the 8th Annual IBIA Dinner which as most of you will know is due to take place on 18th February 2002. We are looking forward to meeting as many members as possible at the Dinner and the preceding AGM. Despite concerns that recent world events may reduce the number of attendees early indications are that this is not the case. Indeed, the initial response was extremely enthusiastic and has continued to be so. As you will see from other articles in the current issue of World Bunkering we had a rather hectic November 2001 with the Bunker News "Bunkering in the Americas Conference" being rescheduled. This resulted in only a week separating it and the BunkerNews "Bunkering in Asia Conference". IBIA ran the Basic Bunkering Course at both events. Yet again the course was very well attended and favourably received and the feedback forms were hugely positive. The Administration would like to thank Angus Ogilvie, Terje Cook, Javier Brito and Enrique Pringle for their contribution to the course in Panama. Thanks also to Antonio Cosulich and Andrew Monty for their efforts in Hong Kong. We were well represented at the Barge Safety workshop, which was held in Singapore also in November. Kjell Haugland of DNVPS spoke on IBIA's behalf at the event, which was organised by BP and Shell. The feedback received was very positive, with all the participants keen to use IBIA as the forum for this issue. It is planned to hold the next meeting in Europe to present the results of the discussions in Singapore and to move this very important issue forward. Anyone who wishes to be involved in these discussions let us know and we will keep you informed of dates and locations for future meetings. The subject of Legislation in Europe is another issue for the Bunker Industry. The recent European Commission directive 1999/32 on the sulphur content of liquid fuels now being actively enforced in the Rotterdam area is a real issue for many of our members. The EC is consulting industry representatives in January with a view to possibly modifying the directive and also to discuss the more general pollution issues. Topics that are going to be under discussion include Sulphur dioxide, nitrogen oxide, Volatile Organic Compounds, Greenhouse gases and Marpol Annex VI. Ian Adams has been invited to attend the meeting and will be reporting back to you in the next issue of World Bunkering. IBIA's current biggest project is still the website. In the last issue we stated that the project was drawing to a close. Unfortunately due to technical difficulties a delay is being experienced which is a huge frustration to all those involved. The Executive and the Council are discussing a number of issues at present, which promise some change to the Association. We will keep you informed either through World Bunkering or the website. Back to top Message from the Honorary Secretary Feb 2002 At the last meeting of the Executive, the subject regarding the various categories of membership was discussed in light of the interest shown by other 'inter-related' organisations in working with the IBIA. This prompted a review of the Articles of Association and Bye-laws, as these would need to be amended in order to reflect certain changes in the membership categories. Also reviewed was the issue of incumbent Executive members having to seek re-election during their term of office. Therefore, at time of writing, the following proposed changes to the Bye-laws are before the Council for ratification. Affiliated Organisation An Affiliated Organisation is any organisation that may have an interest in marine bunkers. Affiliated organisations may be representatives of the marine, petrochemical or transport industries or any industry which is acceptable to the council. Officers and the Council The officers of the Association shall be elected by the council from their number. These officers are not required to seek re-election for the Council under the terms of Bye-law 13 (C) (ii) for the duration of their serving on the Executive. The Officers of the Association shall be: (i) Chairman (ii) Vice Chairman (iii) Secretary (iv) Treasurer (v) Immediate Past Chairman A total of a further 13 clauses had to be reviewed and it was found that no changes to the text of these clauses required any amendment. I accept that none of the above makes for particularly riveting reading! However, I feel that it is important that these matters are brought to the attention of all of the membership, as these changes reflect an important move towards firstly, enhancing the standing of your association by opening our doors to affiliated organisations who will no doubt be able to bring a further degree of knowledge and industry 'know-how' for the benefit of all. Secondly, changes such as the way that the officers of the Association are elected needed to be made so as to ensure a greater and more secure level of continuity of service within the Executive. I hope that my Spring report will be somewhat more scintillating!
