I’m the representant of Rhodos ’97 Crewing Agency established in Constanta, Romania since 1994. At this moment we are trying to develop new business cooperation related with shipping market. As you probably know Romania had a fleet of more than 500 ships with a lot of good qualified seafarers and two big shipyards. At this moment Romanian fleet counts no more than 50 active ships and the shipyards are not so active as they were before. The reason why I’m writing this facts is that we have a large pool of good qualified seafarers and shipyard personnel without a place of work and we hope that through your company we might find a solution in the way of starting a business cooperation for crew manning services and shipyards personnel supplier. The principal activities engaged in by Rhodos Crewing Agency are agency services, chartering and brokerage, vessel manning services, and trading. Primary services consist of: Guidance and counseling provided for clients covering a wide range of potential and existing relationships with local companies and markets. Services to the shipping industry, including: - Crewing - Vessel operation and management - Ship and cargo agency - Manning services - Ship repairs / Ship constructions - Ship supplier At the present time Rhodos Crewing Agency is in the process of implementing a new business plan and strategy - updated and adjusted to the emerging business environment! Our established local and regional connections serve to facilitate and smooth a broad range of business initiatives and new developments. We have combined the talents of our staff and associates with our other resources in order to enable us to offer an improved package of services, with a view to creating greater reliability and performance for our clients and business partners. The highlights of this new package of services are: - Vessel operation and management - Ship repairs – with specialized personnel provided by our agency - Dry-docking of vessels at the shipyards of Constanta, Mangalia, and Midia - Vessel agency and husbandry - Trading - Bunkering - Manning services - Ship and cargo surveys Crew Management Services All requirements of a Crewing Agency Agreement are fulfilled by Rhodos Crewing Agency. We offer an integrated full service package designed to maximize owners' profits by minimizing personnel costs. The package of services provided covers all aspects and dimensions of manning in order to guarantee a smoothly running vessel and to ensure operational efficiency. Crew Management Services begin with the careful selection of qualified personnel and the elimination of less qualified applicants. In close consultation and coordination with our clients we offer consultation for optimal manning of vessels with fully professional crews, in compliance with international standards and regulations. Towards this end we maintain a staff qualified in the selection of seafarers to meet your requirements. Rhodos Crewing Agency invests in the selection and training of our crews for the purpose of being able to offer the superior crew management expected by our clients. All our ships' officers are fully qualified and in possession of internationally recognized licenses and certificates. In addition to initial screening procedures our recruiting office has initiated a selective re-hiring policy designed to effectively guarantee onboard proficiency. Through the establishment and constant updating of a system of performance files for our reference, in addition to direct interviews, we have been able to create a pool of highly competent seafarers. All Romanian ships' officers are graduates of the Constanta Naval Academy, an internationally recognized institution, and hold valid licenses. Additionally all officers are computer literate, have undergone IMO training at the Marine Training Center at Constanta, and hold valid IMO certificates issued in accordance with STCW 1978 as amended in 1995. All our seagoing personnel, including captains, first, second and third officers, safety officers, chief engineers, assistant engineers, reefer engineers and technicians, electrical officers, ratings, and catering staff are fully trained, licensed, and certified, and are selected by us on the basis of prior experience. Generally , Romanian seafarers have practical experience on a wide range of vessel types, including container ships, bulk-carriers, general cargo vessels, Ro-Ro ships, cruise ships, tankers, reefer ships, etc., operating under a variety of foreign flags. All seafarers selected and employed by us have an adequate working knowledge of the English language, enabling them to work smoothly and without difficulty with superiors and colleagues of any nationality. As soon as the Company approves a Seaman, we can additionally provide the following services at Company's requests: • Familiarization with the Company • Extra medical examination • Visa arrangements – for Romanian crew embarking on EU territory we don’t need visa • Booking and/or collection of air-tickets • Train tickets/Hire of bus for crew changes in Europe General information about Constanta shipyard Established in 1892, the shipyard of SANTIERUL NAVAL S.A. CONSTANTA is situated within the harbor area of the Port of Constanta, Romania's largest Black Sea port and one of the largest in Europe. The port of Constanta is served by the "Mihail Kogalniceanu" international airport located at a distance of 25 km from the city, and forms part of a string of summer and beach resorts along the Black Sea coast enjoying an international reputation. Its placement in a breezy and temperate climatic zone permits the shipyard to operate under conditions of 250 days of dry weather annually, and of 300 days annually with temperatures above freezing. Ship repair berths have a combined length of 2800 m, with a maximum draft of 10 m, and can accommodate vessels of up to 200,000 DWT. The berths are provided with oxygen, acetylene, electric current, compressed air, fresh water and sea water, and have 10 x 16 T cranes and 1 x 120 T crane. The Constanta Shipyards are fully equipped to undertake repairs on all types of vessels, as well as ship conversions, upgrading, and reconditioning, and are prepared for the machining of parts as required. Steel work can be performed at the rate of 6-8 T per day. Sandblasting at the ship repair facility can proceed at a rate of more than 2,000 m2 per day, priming included. An average docking time of 4-8 days per vessel can be arranged. Structural Activities - Newbuidings - Hull repairs - Rebuilding / Construction - Shortening - Lengthening - Overhauls - Steel fabrication - Refitting Constanta Sud free zone The Constanta Sud Fee Zone comprises an area of some 181 ha (448 acres), consisting of three patios created by excavating along the Danube-Black Sea Canal, as follows: • Partio No 1 - 26.7 ha (66 acres) • Partio No 2 - 10.6 ha (26 acres) • Partio No 3 - 144.0 ha (356 acres) These facilities were developed and legally constituted with the following purposes in mind: • Exemption of goods and commodities from various kinds of duties and taxes; • To make possible the transfer abroad of capital and proceeds by foreign nationals, after payment of all obligations to the Romanian State, and to domestic contractors and businesses; • Exemption from taxes and duties for Romanian commodities to be exported through the free zone; • Exemption from taxes and duties for any domestic materials employed in the construction and maintenance of the facilities inside the free zone; • The transfer of goods and materials between free zones without becoming liable to taxation or incurring any duties.
