The Port of Everett was created in 1918. It is situated on Port Gardner Bay at the mouth of the Snohomish River. The Port District encompasses a portion of western Snohomish County, including the City of Everett and half of the City of Mukilteo, as well as unincorporated areas of the County. The Port is governed by a three-member board of commissioners. The commissioners are elected by the voters of the Port District for six year terms. Under state statutes, the Port is allowed to operate piers, wharfs, warehouses, and cold storage plants, together with rail, water and terminal facilities.
