The formal inauguration and 6th Meeting of the FASC was held on April 1-3 1976 in Manila, Philippines under the sponsorship of the Philippines Shippers' Council with the co-operation of the Philippines Department of Trade. The Hong Kong Shippers' Council was present as observer. The Federation was in inaugurated on 1st April 1976 by His Excellency President Marcos of the Philippines. The formation of the FASC marked a historic milestone in the struggle of ASEAN shippers for more reasonable and just rates, and better and more efficient services.

Its forerunner was the Freight Joint Committee formed by the Federation of Hong Kong Industries in 1961. The Hong Kong Shippers' Council evolved from this committee.
