Established as a non profit society in 1923, The Chamber of Shipping of British Columbia provides its services to three categories of members. 'Full Members' are drawn from the ship owners, operators and agents, representing the foreign flag international deep sea segment of the B.C. shipping community. Associate or Service Membership is offered to other entities which see value in a close relationship with the Chamber. The Chamber has 140 members, in total. The objects define a role of facilitation and interaction, in the interests of members, with all levels of government and the wider marine community. The President, Staff and Board of Directors are all actively involved in the work of the Chamber in fulfilling its mandate. This is achieved through their involvement in standing and adhoc committees devoted to key topics, for example,Ship and Port Operations, Navigation and Pilotage, Cruise, Liner, Legislation etc. The facilitation role is further exemplified through the Chamber's role in the registration of vessels under the Canadian oil spill regulations. The Chamber has also spearheaded the formation of an informal coalition, The Western Marine Community (WMC), with the aim of ensuring an equitable regional apportionment of the Coast Guard's cost recovery program.

Quebec City, Quebec, Canada

the great clipper ships, many vessels headed for the Port of Quebec have run aground along the banks of the St. Lawrence or on its countless shoals. Stories of tragic shipwrecks abound, and no one knows how many seamen and passengers have lost their lives to the river. In the 17th century, it became apparent that trained river pilots were needed. In 1647, Abraham Martin became the first King’s Pilot authorized to guide ships up and down the St. Lawrence. Today, even though pilotage plays a crucial role in ensuring safe navigation and protecting the environment, few people know about river pilots or what they do. We invite you to discover this exciting profession through the history and the services provided by the Corporation of Lower St. Lawrence Pilots (Corporation des pilotes du Bas Saint-Laurent).

Cornwall,, ON, Canada

As a result of recommendations made by a Royal Commission on Pilotage in Canada, the Pilotage Act was assented to by Her Majesty and the Governor-in-Council and proclaimed in force February 1, 1972. The Pilotage Act created four pilotage regions with specific authorities, thereby replacing a large number of local pilotage districts. The four Pilotage Authorities - Atlantic, Laurentian, Great Lakes and Pacific - are Crown corporations, responsible to Parliament through the Minister of Transport. The Great Lakes Pilotage Authority, Ltd. was established in February 1972 pursuant to the Pilotage Act, incorporated as a limited company in May 1972, and was continued under the Canada Business Corporations Act. Until October 1st, 1998, it operated under the name of Great Lakes Pilotage Authority, Ltd. Pursuant to the Marine Act, which received Royal Assent on June 11 1998, the name of the Authority was changed to Great Lakes Pilotage Authority and the Authority is deemed to have been established under subsection 3(1) of the Pilotage Act. The Authority is a Crown corporation listed in Schedule III, Part I of the Financial Administration Act. On October 1st, 1998, the Authority ceased to be a subsidiary of the St. Lawrence Seaway Authority and has initiated a process to surrender its charter under the Canada Business Corporations Act.

Houston, TX, United States

The Houston Pilots comprise 81 pilots, including two deputy pilots that are still in training. In selecting candidates to become deputy pilots, the Houston Pilots accept only experienced working mariners that have already been qualified and licensed by the Federal Government as First Class Pilots for Galveston Bar and the Houston Ship Channel and then trains them for three years before recommending them to the Pilot commissioners and the Governor for a full commission. The Houston Ship Channel is known as the most difficult pilotage in the world because of the very long and very narrow channel and the heavy load of traffic that it carries. The Houston Pilots, from the beginning, now, and in the future are totally committed to the safety on the Houston Ship Channel and service to the shipping industry. The Port of Houston Authority owns and operates the public facilities located along the Port of Houston, the 25-long complex of diversified public and private facilities designed for handling general cargo, containers, grain and other dry bulk materials, project and heavy lift cargo, and other types of cargo. Each year, more than 6,600 vessels call at the port, which ranks first in the U.S. in foreign waterborne tonnage, second in overall total tonnage, and sixth largest in the world. The Port Authority plays a vital role in ensuring navigational safety along the Houston Ship Channel, which has been instrumental in Houston's development as a center of international trade. The Barbours Cut Container Terminal and Central Maintenance Facility are the first of any U.S. port facilities to develop and implement an innovative Environmental Management System that meets the rigorous standards of ISO 14001. Additionally, the port is an approved delivery point for Coffee "C" futures contracts traded on the New York Board of Trade's Coffee, Sugar & Cocoa Exchange.

For centuries maritime shipping has been overwhelmingly the dominant form of transportation for global trade. In marine transportation vessels are always expected to complete their voyages safely and without delay. Safety concerns in narrow waterways and ports are accentuated by the continuing increase in marine traffic. The attendant growth in cargo volume has likewise increased the scale of the potential hazards to life, property and the environment that could result from just one catastrophic marine accident. Human error has been identified as the key causal factor in marine accidents with a ratio that varies from 75% to 96% and that is 85% in average. These are the facts that make pilots and pilotage services the most important elements of safety in narrow waterways and ports. Due to their training for a specific area and their experience gained during everyday operations, pilots bearing ocean-going master licenses can minimize human errors almost to zero level. A comparison of the accident statistics between two areas, one where pilotage is compulsory and one where it is optional, unequivocally supports this.
