Congress Targets 'Chameleon Carriers' to Improve Trucking Safety

New legislation aims to use AI-powered screening to detect fraudulent trucking companies that change identities to evade safety regulations.
In a move to improve safety and accountability in the trucking industry, the U.S. Congress is considering new legislation to crack down on 'chameleon carriers' - trucking companies that change their identities to avoid safety regulations and oversight.
According to FreightWaves, the proposed legislation would require the Federal Motor Carrier Safety Administration (FMCSA) to use advanced data analytics and AI-powered screening to detect when carriers attempt to re-register under a new identity to circumvent safety rules, out-of-service orders, or other enforcement actions.
'Chameleon carriers' are a persistent problem in the highly fragmented trucking industry. These companies will often dissolve an existing operation with safety violations or unpaid fines, only to re-emerge under a new name and USDOT number. This allows them to continue operating despite having an unfit safety record.
The new bill, introduced by Senators Deb Fischer (R-NE) and Jon Tester (D-MT), aims to give regulators more tools to identify and shut down these types of fraudulent operators. 'Closing this loophole is critical to improving safety on our roads and highways,' said Senator Fischer.
Supporters of the legislation argue that better screening and data sharing between agencies could help prevent 'chameleon carriers' from putting unsafe trucks and drivers back on the road. The maritime industry, which relies heavily on trucking for intermodal freight movements, has a vested interest in seeing these reforms enacted.
'Anything we can do to weed out bad actors and raise the bar for trucking safety is a positive development,' said John Reinhart, CEO of the Virginia Port Authority, in comments to *The Maritime Executive*. 'Improving the integrity of the trucking sector benefits the entire supply chain.'
The proposed bill is currently working its way through Congressional committees. If passed, it would require the FMCSA to develop new data analytics capabilities and establish processes for carriers to appeal 'chameleon' determinations. The goal is to create a more transparent and accountable trucking industry that prioritizes safety for all highway users.
