West Virginia Approves Water Utility Rate Hike to Fund Infrastructure

By MGN Editorial•March 11, 2026 at 12:34 PM

The West Virginia Public Service Commission has authorized a rate increase for West Virginia American Water to support over $239 million in infrastructure investments across the state.

The West Virginia Public Service Commission has issued an order approving new rates for West Virginia American Water, the state's largest water utility. The decision will allow the company to invest over $239 million in continued infrastructure upgrades and improvements across its service area. According to the announcement from the utility, the rate hike will support critical projects to replace aging water mains, upgrade treatment facilities, and enhance the overall reliability of the water system. The Commission also approved the introduction of a new customer discount program to provide bill assistance for low-income households. 'This rate adjustment will enable us to continue making important investments in our water infrastructure to ensure we can reliably deliver high-quality water to our customers for years to come,' said Robert Burton, President of West Virginia American Water. 'We're also pleased to introduce this new customer assistance program to provide additional support for those who need it most.' The infrastructure investments come as many U.S. water utilities grapple with the challenge of replacing outdated pipes and treatment plants. A 2021 report by the American Society of Civil Engineers found that an estimated $1 trillion is needed over the next 25 years to modernize the country's water systems. Utilities have increasingly turned to rate increases to fund these critical upgrades. While rate hikes are often unpopular with customers, industry experts say they are necessary to ensure the long-term reliability and safety of water supplies. 'Investing in water infrastructure may not be the most glamorous use of ratepayer dollars, but it is absolutely essential,' said Emily Feenstra, managing director of government relations and infrastructure initiatives at the American Water Works Association, in an interview with *The Maritime Executive*.
