Spanish Authorities Approve CETO Wave Energy Device Deployment at BiMEP Test Site

By MGN EditorialMay 18, 2026 at 12:00 PM

Carnegie Clean Energy's CETO wave energy technology has received regulatory approval from Spanish authorities for deployment at the Basque Energy Marine Platform, marking a significant milestone for the EuropeWave programme.

Carnegie Clean Energy's wholly owned subsidiary, CETO Wave Energy Ireland, has secured regulatory approval from relevant Spanish authorities to deploy its CETO wave energy device at the Basque Energy Marine Platform (BiMEP), according to Offshore Energy. The approval represents a key regulatory milestone for the project, which forms part of the EuropeWave initiative — a programme designed to accelerate the commercialisation of wave energy technologies in European waters. BiMEP, located off the coast of the Basque Country in northern Spain, is an established open-sea test facility that provides grid-connected infrastructure for the testing and validation of marine energy devices. ## Significance for Wave Energy Development The green light from Spanish authorities clears a critical path for CETO's physical deployment at the site, allowing Carnegie Clean Energy to advance its wave energy technology from development into real-world marine testing conditions. Wave energy remains one of the less commercially mature segments of the offshore renewable energy sector, and successful demonstration projects at accredited test facilities such as BiMEP are considered essential steps toward broader industry adoption. The CETO technology, which converts ocean wave energy into zero-emission electricity, has been under development by Carnegie Clean Energy for a number of years. The device operates submerged beneath the ocean surface, a design approach intended to reduce exposure to extreme wave conditions and simplify maintenance operations. ## EuropeWave Programme Context EuropeWave is a collaborative European initiative co-funded by the European Commission, aimed at supporting wave energy developers through competitive funding and access to world-class test facilities. The programme involves test sites in both Spain and Scotland, providing developers with the infrastructure and support needed to validate technologies at sea. Securing deployment approval at BiMEP positions Carnegie Clean Energy to gather critical performance data that will inform future commercial-scale development of the CETO system. The offshore renewable energy sector is watching such demonstration projects closely as the industry seeks to diversify its technology portfolio beyond wind and solar. *Source: Offshore Energy*
