The Houston Pilots comprise 81 pilots, including two deputy pilots that are still in training. In selecting candidates to become deputy pilots, the Houston Pilots accept only experienced working mariners that have already been qualified and licensed by the Federal Government as First Class Pilots for Galveston Bar and the Houston Ship Channel and then trains them for three years before recommending them to the Pilot commissioners and the Governor for a full commission. The Houston Pilots, from the beginning, now, and in the future are totally committed to the safety on the Houston Ship Channel and service to the shipping industry. The Port of Houston Authority owns and operates the public facilities located along the Port of Houston, the 25-long complex of diversified public and private facilities designed for handling general cargo, containers, grain and other dry bulk materials, project and heavy lift cargo, and other types of cargo. Each year, more than 6,600 vessels call at the port, which ranks first in the U.S. in foreign waterborne tonnage, second in overall total tonnage, and sixth largest in the world. The Port Authority plays a vital role in ensuring navigational safety along the Houston Ship Channel, which has been instrumental in Houston's development as a center of international trade. The Barbours Cut Container Terminal and Central Maintenance Facility are the first of any U.S. port facilities to develop and implement an innovative Environmental Management System that meets the rigorous standards of ISO 14001. Marine Atlantic Inc is a Canadian Federal Crown corporation that operates ferries across the Cabot Strait between the island of Newfoundland and mainland Canada, according to contracts in place with Transport Canada. The ferries operate year-round on the 100 nautical mile route between Port aux Basques, Newfoundland and North Sydney, Nova Scotia and during the summer on the 280 nautical mile route between Argentia, Newfoundland and North Sydney. In 1999, the company's vessels transported 432,000 passengers, 134,000 passenger vehicles and 76,000 commercial vehicles on the Port aux Basques run and 46,000 passengers, 16,000 passenger vehicles and 500 commercial vehicles on the Argentia run. This represents an 8% increase over 1998 for passenger vehicles on the Port aux Basques run, an 11% increase on the Argentia run and an 8% increase in commercial vehicles. This follows strong growth in both 1998 and 1997. Marine Atlantic experienced its third consecutive record-traffic year in 2000, surpassing the half million-passenger level for the first time between Newfoundland and mainland Canada. Marine Atlantic carried 508,970 passengers in 2000, an increase of 7% over the previous year. The company owns four ocean class vessels: The superferry MV Caribou was built at the Davie shipyard in Levis and entered service in 1986 on the Port aux Basques run. It is 179 m long, has a GRT of 27,212 tonnes, and can carry over 1000 passengers and 350 autos or an equivalent number of trucks. All vehicle space is high headroom. The vessel operates at over 20 knots, has fin stabilizers, bow and stern thrusters, roll-through loading and a ‘1a super’ ice class hull. The MV Joseph and Clara Smallwood is a sistership to the Caribou and entered service in 1990. It operates during the winter to Port aux Basques and during the summer to both Port aux Basques and Argentia. The MV Atlantic Freighter was built in Asia in 1978 and was acquired for the Port aux Basques run in 1988 mainly to carry trailers without drivers, containers and dangerous commodities. The vessel is not a passenger ferry. It is 151 m long, has a GRT of 5466 and can carry 75 trailers. The MV Leif Ericson began operation on the Port aux Basques run on June 2, 2001. It has a GRT of 18,523 tonnes and will carry 500 passengers and up to 300 autos or 75 trucks at 17 knots. As with the superferries, it has two high headroom decks and roll-through loading. It also has stabilizers, bow thrusters and an ice-class hull. A strength of the company is its well trained workforce. Peak season employment will be in the range of 1100 employees at shore locations and aboard the vessels. The person-year equivalent will be about 900. In 2000, customer revenues grew by more than 3 percent over the previous year, while an increase in spending was also reported. The company has no debt. As per the contract with Transport Canada, a Federal subsidy is granted to cover any shortfall. The company's vessel operations are certified according to the International Safety Management Code, which ensures highest level discipline relating to safety matters and pollution prevention. Management functions of the company are found in three locations. The head office, including the President and CEO, public relations, auditing, and corporate council are located in St. John's, Newfoundland. The finance, accounting, computer systems and risk management functions are located in Port aux Basques. The operations management, human resources, purchasing, marine technical, and safety functions are located in North Sydney. Terminal operations, maintenance, reservations, and stores are located in both North Sydney and Port aux Basques. The company and its predecessor companies have operated ferries across the Cabot Strait for over 100 years. To promote and maintain industry standards for safety, training and environmental protection. To provide a clearing house for information relevant to the New Zealand shipping industry. To encourage the development of viable employment opportunities for New Zealanders in shipping. How Does it do it ? REPRESENTATION The New Zealand Shipping Federation is a Full Member of the International Chamber of Shipping (ICS), the international organisation of national shipowner association. The ICS is widely regarded as the principal voice of the shipping industry and has significant influence with the International Maritime Organisation. The Federation is also a Full Member of the International Shipping Federation (ISF), the international employers organisation for shipowners. The Intentional Labour Organisation (ILO) has specific sessions, every 8-10 years, devoted solely to Maritime matters. The New Zealand employers delegate to these sessions is normally the person nominated by the New Zealand Shipping Federation in conjunction with the Business New Zealand. New Zealand shipping interests are represented by the Federation on Government Committees such as the Ballast Water Advisory Group, the Oil Pollution Advisory Committee and the ad hoc committee set up to deal with various issues relating to the importation of pests. The Maritime New Zealand's Consultative Committee includes a member' of the Maritime Industry. Competenz is the industry training organisation for the maritime sector, and the Federation is a member of the maritime advisory group LOBBYING and ADVOCACY The preparation and presentation of submissions putting forward the shipping industry's perspective on a wide range of issues is a key part of the Federation’s work. This is targeted not only at Government, Select Committees and Ministers but also coalition and Opposition parties, Ministries, Government Departments and Agencies, Port Companies, Regional and District Councils, and other organisations. Submissions are made not only in response to proposals, but also proactively seeking changes and improvements, The Federation regularly appears before Select Committees. It also appears, where necessary, at local authority resource management hearings and occasionally in the Environment Court. Litigation is generally seen as a last resort, but one which will be pursued when necessary. LIAISON It is also important to maintain good and effective working relationships with the relevant agencies and organisations. The Ministry of Transport and Maritime New Zealand regularly consult the Federation at the early stages of policy development. Regular contact is maintained with other agencies such as Business New Zealand, Chartered Institute of Logistics and Transport, Maritime Law Association, other shipowners associations, Marine Transport Association, Association of Shipping Agents, Shippers Council, port companies, local authorities, other transport organisations, universities and polytechnics. The Federation has a special relationship with the Australian Shipowners Association, particularly in relation to international matters. This relationship is increasingly relevant as issues relating to Trans Tasman trade arise on both sides of the Tasman. INFORMATION The Federation disseminates information to members from international organisations such as IMO, ISF, ICS and ILO. It also provides information from Business new Zealandand other ship owner associations. It acts as a source of information for the media and the general public, and has a significant database of international agreements, conventions, resolutions and codes, as well as New Zealand legislation, regulations, rules and Polices. RESEARCH The Federation undertakes or commissions research identified by its Council as necessary or desirable. This often includes managing contracts with external providers. FORUM Facilities and services are provided to enable member companies to discuss matters of mutual interest, among themselves and with others. The facilities include a Wellington office suite from which to do business. The usual office services such as phone, fax and photocopies are readily available, as well as computer and extensive reference material.
