Established in 1959 to carry coal from Louisiana to Tampa for Tampa Electric, its sister company, TECO Ocean Shipping is the largest dry bulk ocean carrier operating under the U.S. flag. Today, TECO Ocean Shipping transports coal, phosphate, potash, corn, steel, soybeans, wheat, rice, sorghum, sugar and limestone to Central and South America, the Caribbean, Africa, Asia and Northern Europe, as well as to the east and west coasts of the United States. The company currently operates twelve oceangoing tug-barge units and three ships that range in size from 19,200 to 42,800 deadweight tons (DWT) and have a total shipping capacity of over 450,000 DWT. In addition, TECO Ocean Shipping barges are covered and compartmentalized to enable shippers the ability to transport one or more commodities on the same voyage. TECO Ocean Shipping operates several large self-unloading barges using a variety of systems. Vessels not equipped with self-discharging gear have sufficient clear deck space on board for truck cranes, vacuvators, bagging equipment, bobcats or tractors and other equipment. This gives TECO Ocean Shipping vessels the flexibility to handle the many types and volumes of cargo. TECO Ocean Shipping has set the pushing gear standard in the marine industry. The company uses the Artubar and Bludworth systems. With the Bludworth system, the tug is connected to the barge with hydraulics between the barge’s stern and tug’s bow. The Artubar system is similar, but the tug is attached to the barge by 70-inch diameter steel pins. Both systems increase the speed at sea to reduce weather sensitivity and enhance reliability of on-time delivery. With these systems, the units can travel farther before requiring additional bunkers. This means tug-barge units can travel distances previously only covered by ships. TECO Ocean Shipping has also set a standard for dedication to marine safety. TECO Ocean Shipping has gone beyond the minimum to qualify many of its vessels and its shoreside practices for the ISM, International Safety Management Code. This is an industry standard designed to prevent injury to personnel, damage to the environment and to property. TECO Ocean Shipping has also taken a leadership role in complying with the RCP, the Responsible Carrier Program. This is a national set of "best practices" designed by the American Waterways Operators to improve marine safety and environmental protection for inland and coastal towing industries. In marine transportation vessels are always expected to complete their voyages safely and without delay. Safety concerns in narrow waterways and ports are accentuated by the continuing increase in marine traffic. The attendant growth in cargo volume has likewise increased the scale of the potential hazards to life, property and the environment that could result from just one catastrophic marine accident. Human error has been identified as the key causal factor in marine accidents with a ratio that varies from 75% to 96% and that is 85% in average. These are the facts that make pilots and pilotage services the most important elements of safety in narrow waterways and ports. Due to their training for a specific area and their experience gained during everyday operations, pilots bearing ocean-going master licenses can minimize human errors almost to zero level. A comparison of the accident statistics between two areas, one where pilotage is compulsory and one where it is optional, unequivocally supports this.

Tuticorin Port was incorporated in 1974 as the tenth major port of the country. The port is situated about 540 Km South West of Chennai with Sri Lanka on the South-East direction and very close to the East-West International sea routes. Tuticorin port, developed as an artificial deep-sea harbour with 400 hectares of protected water area, has come up as one of the major centre for coastal shipping and serves to the states of Tamil Nadu, Karnataka, Andhra Pradesh and parts of Kerala. Tuticorin port, which was the centre for maritime trade and pearl fishery for more than a century, had gone through the hands of Portuguese and Dutch before coming under the control of East India Company of Britain. The British company had developed the natural harbour port and connected it with the Railway. It was declared as a minor anchorage port in 1868. In the pre-independence era, the port had witnessed a sprouting trade by handling a wide range of cargo with the neighbouring countries as well as with other coastal ports of the country. With the changing scenario of maritime trade, the Union Government constructed a new harbour and the port had come up as the 10th Major Port on 11th July, 1974. In 1979, the erstwhile anchorage port / minor port was merged with the newly developed harbour to form an integrated port. The integrated Tuticorin Port presently comprises of two operational wings - 'Zone - A' representing the new Major Port while 'Zone - B' representing the old anchorage port. Future plan With the increasing use of containers in sea trade, Tuticorin Port, having the locational advantages, strives to become the container transhipment hub of South India and accordingly planned to develop the port infrastructure and other port facilities. Deepening of approach channel and harbour basin to accommodate 10.7 metres draught vessels, construction of cargo berth No.-7, augmentation of water supply facilities, construction of shallow water berth at 7.0 metres level are the major projects taken up by the port. The proposed 'Sethu Samudram Ship Canal Project', which envisages cutting a canal for passage of ships from Gulf of Mannar to Palk Straits, would connect the Tuticorin port to the other Indian ports on the East Coast directly. The project is likely to facilitate the development of Tuticorin as a regional hub for South Asia competing with Colombo Port.
